Why the top stays reachable
Decay applies to everyone, including whoever is #1. A leader who stops paying loses a tenth of their Heat every Monday, so the gap you have to close shrinks on its own. That is the whole point: rank is rented week by week, not bought once. And no amount of spending moves Reputation, which is earned from verified support, shipping and longevity.
